The bungalows, side-splits and back-splits of Willowdale, Newtonbrook, Bathurst Manor and Don Mills are structurally sound but often have compartmentalized 1950s–60s layouts — which makes them ideal candidates for opening up the main floor, adding a second storey, or finishing the basement into a suite. Do You Need a Permit to Renovate in North York?
North York is part of the City of Toronto, so renovation permits are issued by Toronto Building, not a separate municipality. Cosmetic work — replacing cabinets, tile, fixtures and finishes in the same layout — generally doesn’t require a permit. But moving plumbing, altering electrical, removing a load-bearing wall, finishing a basement, adding a legal second suite, or building an addition typically do, and Toronto’s Committee of Adjustment may be involved for variances on additions. As a licensed contractor, GMC manages the Toronto permit process for you and arranges the stamped structural drawings your project requires.
Under Bill 23, a basement second suite is now permitted as-of-right in most Toronto residential zones — with no minor-variance application, no added parking requirement, and no development charges for the second unit. The suite still has to meet Toronto Zoning By-law 569-2013, the Ontario Building Code, and the Fire Code together. The most common hurdle in older North York homes is ceiling height — roughly 1.95 m over at least 75% of the area — which is why many pre-1960 basements need underpinning to qualify. Electrical work is permitted separately through the ESA.
